Congressional GOP Back Trump's Proposal to Overhaul Affordable Care Act

US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to diminish as Republican senators proposed a plan unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Growing Impact of Federal Closure

The impact on US citizens from the longest shutdown of the US government in history worsened on Saturday, as federal workers went unpaid, carriers were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As Saturday's session got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Multiple Republican senators praised the plan, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the consumer," one senator said.

Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers expressed alarmed responses to Trump's plan.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the censure of insurance companies by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of centrist lawmakers to end the closure in exchange for a later vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and continue the payments for a year.

Another leading Democratic senator persisted in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the long-term of the tax credits.

"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Partisan Dynamics

Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to reopen the government, and the concept of eliminating and replacing Obamacare with savings accounts is unlikely to earn a single Democratic vote.

Some analysts suggested that the core of such a proposal would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the plan that was unsuccessful to garner enough support in 2017.
